Ethnic Identity and Citizenship Among Russia’s War-Induced Migrants in Kazakhstan & Kyrgyzstan

Based on semi-directed interviews conducted in April and September 2023, Olivier Ferrando explores how new Russian migrants in Kazakhstan and Kyrgyzstan navigate their ethnic and civic identities amid ongoing uncertainty.
Once taken for granted, the rights and duties associated with Russian citizenship have increasingly become a concern for Russian migrants. For those – many in Kazakhstan and Kyrgyzstan – who have been able to work from abroad for a Russian company, or who own real estate in Russia, citizenship of the Russian Federation still represents a valuable asset. Others take a more radical approach and consider renouncing it in order to acquire the citizenship of another country on the basis of jus soli (Kazakhstan, Kyrgyzstan) or jus sanguinis (Armenia, Israel).
In this presentation, Ferrando will analyse to what extent, by crossing the Russian state border, Russia's migrants are (re)activating their belonging to an ethno-national identity.
